The Board of Directors met in workshop format on Wednesday, March 17.
Ken Hull returned to the board and replaced Rob Smith. Ken will
reassume the office of President. We had a very long agenda as we
attempted to make the maximum use of Steve O'Donnell's input since he leaves
as of tomorrow. Bear with me on the length of this update.
1. The wooden nature trail through the woods between Thomas Heyward
and Sun City Boulevard will be designated and posted as a no smoking area.
2. I raised the issue of regulation of parking in the Town Center lot.
Final resolution of some issues here will be deferred until a comprehensive
review of community rules is undertaken later this year. However, the
key issue here is what do we mean when we prohibit overnight parking?
The main intent is to eliminate the use of this busy lot by residents who
are leaving town for multiple days, most likely on tour buses. There
are designated parking areas for those folks near the Okatie Clubhouse and
the tour coordinator arranges for long-term parking passes. You are
free to park all day in the Town Center lot and no one will be ticketed for
an inadvertant overnight. However, if a vehicle is left there two
nights, they will receive a warning. I think that this is a common
sense approach.
3. At Al Reuben's suggestion, we will undertake a trial of designating
a group of parking spots in the Town Center lot for golf carts only during
daytime hours.
4. No further changes in handicapped parking at the Okatie Clubhouse
are planned. There are currently two areas with designated handicapped
only parking areas.
5. We are planning extensive areas of golf cart only parking at the
new Hidden Cypress Clubhouse and Recreation Center.
6. Al Reuben will solicit input from the Bicycle Club about how to
improve safety on leisure trails where walkers
and bicyclists share the trail.
7. The barcode and windshield sticker program is proceeding ahead of
schedule. There is a concern that some golf cart owners may not be
planning to register their vehicles. The Safety and Services team will
be asked for a recommendation of a followup process to encourage compliance.
8. It was confirmed that the only barcodes issued have been attached
to automobiles by Safety and Services Team volunteers. No exceptions
have been granted.
9. Fishing is allowed in four lagoons/lakes in SCHH. They are:
Lake Somerset, Argent Way, Town Square, and Hampton Village. The point
is that residents are not allowed to cross private property in order to fish
in lagoons behind residences. They must only fish in lagoons with
ample common area access.
10. Management was directed to lower traffic fines for a first offense
to $25.00. Fines for subsequent violations will be $50.00. We
learned that the developer is posting special speed limits in construction
areas at 15mph. They view this as an important safety issue and it
requires special attention to avoid exceeding it. This situation will
be publicized in SunSations.
11. We agreed to schedule our first Board of Directors' Town Meeting
at the Community Association Annual Meeting in November.
12. We have the recommendations of a sound reduction consultant for
implementation in the British Open Pub and the project is under way. A
50% reduction in noise level is expected using sound absorbing panels.
13. Al Reuben raised the issue of inadequate street signs and Ken Hull
will address this with Land Development.
14. The Business and Government Affairs Committee will be interviewing
candidates this week and expect to make a recommendation to the board next
week.
15. The temporary rules regarding parking of RVs and boats will be
extended until the opening of the new storage area, now projected for this
summer. This facility is to have more extensive security features than
the current temporary storage facility.
16. The developer has nearly completed their study of alternatives for
seasonally enclosing the outdoor pool at the Hidden Cypress Clubhouse and
Recreation Center and will present their findings to the Fitness Advisory
Committee.
A busy day and, hopefully, some common sense resolution of issues.
