BOARD
MEMBERS
On Wednesday, Sun City Hilton Head Board Members met with Will Cutler,
President, Pulte Homes Coastal Carolinas Division to discuss the transition.
Earlier this week, Pulte/DelWebb announced that the position held by Derek
Morgan, Director of General Operations, has been eliminated due to
organizational changes. This decision precipitated Mr. Morgan’s resignation
from the Board of Directors, effective today.
PulteGroup has appointed Todd Doupona, Project Manager for Pulte Homes, to fill
the seat on the Board made vacant with Derek Morgan’s resignation.
The Sun City Hilton Head Board of Directors appreciates Derek Morgan’s work in
improving our community and his three years of service as Board President. More
information regarding these changes will be provided through the Board of
Director’s December Board Update.

PULTE CHANGES
DEREK MORGAN
SUN CITY HILTON HEAD
We would like to bring you the official word on Pulte’s changes that affect Sun City Hilton Head Community Association.
This is written by Derek Morgan as he is leaving SCHHCA this month. We wish him all the best in his future endeavors.
Dear Residents,
It is with much sadness that I must announce a change in organizational structure. The continuing adverse market conditions have made it necessary for Pulte to release me and consequently, my last day as a Pulte employee will be December 31st.
I realize that this announcement raises obvious questions for which there are currently no adequate answers. Perhaps the most obvious of these is who will serve as President of the Board of Directors. I don’t know the answer to that question; my replacement will be identified by Pulte. Once a decision is made, it will be communicated to the residents as quickly as possible.
At this stage, I plan to formally resign as President of the Board of Directors. In the meantime, I have begun the process of transitioning any work-in-progress to the rest of the Board and the Wentworth staff. My aim is to effect a smooth transition and I will work diligently during the coming weeks to achieve that objective.
Sun City Hilton Head is an incredible place and I can honestly say that I love it! You might have spotted that already! I love the fact that it is filled with talent. I love the fact that it is more diverse and wonderful than I could have ever imagined. But most of all I love it because I have met some of best people anywhere in the world! I am truly grateful to have had the opportunity to work with you.
Thank You.
My very best regards,
Derek

SUMMARY OF
JANUARY 19
BOARD MEETING
The Sun City Board of Directors held the first Quarterly Board Meeting for 2010 on January 19, 2010, in Magnolia Hall.
By Resolution, the Board revised the charter for the Finance Committee.
With the announcement at the November Annual Meeting by Joel Spiegel that he did not intend to continue as Assistant Treasurer and Finance Committee Chair, the Board evaluated the scope of work for this committee. The Board concluded with the presence of Chad Plunkett as a Board member with strong financial background serving as Community Association Treasurer and the hiring of Charles Whalen as Director of Finance, there is no longer the need for an Assistant Treasurer to the Community Association. Under the charter amendment adopted, the Finance Committee will continue with seven resident members who are selected by the application, interview, appointment process used by all committees and the Officers of the Finance Committee will be elected annually by the members of that Committee.
Werner Rotach, a certified Public Accountant, was appointed by Resolution to fill the vacant seat that resulted from the Finance Committee charter change. Werner has an extensive financial background and will make an excellent addition to this committee.
The Board also voted to approve the continuation of a contract with Securitas Security Services USA, Inc. This resolution authorizes the Executive Director to execute the contract commencing on January 31, 2010 until December 31, 2010. With the addition of neighborhoods near the Bull Hill gate and north of 278, the Board requested Securitas add one addition patrol to its Sun City coverage which will provide improved Security personnel availability to our expanded Sun City Community.
A resolution was also adopted to extend the current contract, that ends April 1, 2010, with Waste Management of South Carolina, Inc. This renewal will be for a three year period of April 1, 2010 to March 31, 2013. The contractor will provide, at no additional charge, a one-time per year collection of bulk items from the curbside, scheduled on a neighborhood- by neighborhood basis to be announced. More information will follow on the implementation of this agreement. The cost of this service will be $11.29 per month per residential unit eligible to receive garbage, refuse and recyclables collection services under this agreement. In addition the Waste Management Company will continue to remove the Mulch left at our Mulch Center on Red Dam Road.
Lastly, the Board presented Certificates of Appreciation to thirty eight residents who have recently completed serving on one of the Board Appointed Committees. Special recognition was given to Bob Rasmussen who completed 13 years on the Finance Committee as a member and Reserves Specialist and to Joel Spiegel who has served as a member and Chair of the Finance Committee for 11 years and as Assistant Treasurer to the Community Association for the past four years. Carol Rasmussen and Candace Spiegel were presented with flowers, in appreciation for their continued support to their husbands’ efforts and our Community.

SUN CITY TELEVISION
NEWS
There is presently misinformation spreading throughout the community from third hand sources regarding the SCTV News Program and its reported demise. Here are the FACTS that you need to know:
FACT: SCTV News has NOT been closed by the Association, Pulte, Board of Directors, or Wentworth Management. You may watch SCTV News daily at 7am/pm and 10am/pm on TV Channel 5, Hargray Channel 238 & online at www.schhca.com.
FACT: SCTV News has many dedicated volunteers who are staying the course to provide quality news to the Community in a timely fashion. Although recently some volunteers did resign, they did so of their own choosing … they were NOT fired.
FACT: SCTV News is an Association-owned asset; established with guidelines that have been followed for the past year, leading to quality news and information shows being delivered to the community on a weekly basis.
FACT: The Association, Pulte, the Board of Directors, nor Wentworth Management ever threatened to close SCTV News, or censor its content. All that was required was that SCTV News follow the guidelines established.
FACT: All Resident Board Members, Clifford Hudsick, Barbara Lenta, and Wes Pipkin agreed with the decision to hold SCTV News to the guidelines established in 2008.
FACT: There was a conflict over reporting a story of a resident’s personal citation and hearing outcome to the community. This story did not follow the guidelines outlined and thus was not permitted. As you can imagine, a resident who receives a citation and follows up with an appeal to the Covenants Committee for a hearing would not like to have their personal information spread community-wide. The disagreement on the ability to report specific case information was what led a few of the SCTV News volunteers to resign.
FACT: The Association does not want SCTV News, Committees, Clubs, Neighborhood Reps., or any other entity representing the Association, to report matters that could result in legal action up to and including defamation, libel, or slander.
FACT: The misinformation in question was brought before the community by way of an email trail. This email trail was propagated by someone who openly admitted that they had not spoken to Hal, Judy, Walt, or others including Sue Sweeney and Barbara Lenta. This email trail only stirred up a situation with false allegations and false information.
Before believing negative, toxic reports that are unfounded and false in nature, in the future please contact the proper individuals to get the truth.
Thank you,
SUMMARY OF
NOVEMBER 19 MEMBERSHIP
MEETING
2010 Budget Adopted
Outlined in our governing document is the requirement for an Annual Meeting of the Community Association to be held at least 30 days but not more than 120 days before the close of the Association’s fiscal year. This year’s Annual Meeting, followed by a special meeting of the Board of Directors was held at Magnolia Hall on Thursday, November 19, 2009. We apologize to those who tuned in for the live broadcast, only to find there was no audio. Please watch for the re-broadcast as that should be complete.
Neighborhood Representatives voted on behalf of the residents in their villages, along with the residents of unrepresented neighborhoods, with a vote of 6507 in favor and 0 opposed, to allow a potential tax planning tool for Community Association taxes. This vote stipulates that if the Community Association decides to file as a regular corporation they have the ability to utilize the provisions of IRS Ruling 70-604.
Next, Community Association Assistant Treasurer and Finance Committee Chair Joel Spiegel, presented on behalf of the Finance Committee their recommendation for the 2010 budget. The assessment for 2010 presented and then accepted by the Board at the special Board meeting that immediately followed, is $1880. This is a $25.00 increase from the 2009 assessment, all of which will be allocated to Reserve funding.
At the end of the Finance Committee presentation, Joel Spiegel announced that after 10 years of involvement with the Finance Committee and three years as Assistant Treasurer for the Community Association, he will not seek re-appointment in May. The Board expressed their deep appreciation for all that Joel has done and offered their best wishes to Joel and his wife Candace.
Will Cutler, Division President, Pulte Homes Coastal Carolinas Division presented an Update of Developer plans for 2010 and beyond. Mr. Cutler noted that Pulte will close approximately 110 homes in Sun City Hilton Head in 2009 and it is his expectation that we will see similar numbers in 2010. Will also reported that the Developer is deeply conscious of the financial impact of delivering additional amenities to the community if the Community Association does not have the rooftops to support the increased running costs. Consequently, Pulte has agreed not to open the golf course on the north side of 278 in 2010 and will continue to review the timing of when to open the new amenity in that same location.
Sue Sweeney, Executive Director of SCHH, presented an overview of Wentworth Management for 2010. Sue spoke of her plans to continue to bring Sun City Hilton Head to a higher level through staff development, improved communications and a happy, healthy environment for staff and residents alike. Sue also introduced the newest member of her staff, Charles Whalen, Director of Finance.
Resident Board Member Barbara Lenta, announced those residents newly appointed to Board Advisory Committees. All of the appointments will begin January 1, 2010. They are:

The Sun City Hilton Head Hilton Head Board of Directors has announced a change to the staffing structure of the Resident Services Department, effective immediately.
Karen Anderson is acting as Executive Assistant, reporting directly to Sue Sweeney, Executive Director.
Wentworth Management, along with the Executive Director, will continue to evaluate the Resident Services Department operations, including the possibility of engaging in lockbox servicing, and will make further recommendations as needed to the Board.
The Board noted the many years of service Community Association employees affected by these changes have given to the Sun City Hilton Head community, and thanked them for their contributions.
ORGANIZATIONAL
CHANGES
The Sun City Board of Directors has announced a number of organizational changes effective immediately. Since being hired in January of 2009 Wentworth Management has been evaluating the departmental organization and operations of Sun City Hilton Head. The Board approved several recommendations made by Wentworth Management that resulted from the evaluation.
The following changes, which are to take effect immediately, were announced by the Board:
After interviews with multiple candidates Sue Sweeney will become the new Executive Director of the Sun City Hilton Head Community Association. Mrs. Sweeney’s professional background includes responsibilities as General Manager/COO, Sun City Shadow Hills in Indio, CA, Vice President of CA Management for Pulte Homes/Del Webb, Southern California, Community Manager for Shea Homes in LaQuinta, CA and Chief Operating Officer and General Manager for Del Webb's Sun City Palm Desert, CA.
Derek Morgan, President of the Sun City Board said “The choice of Sue Sweeney as our new Executive Director is one that the Board is very confident about. We believe she is taking the helm at a critical time in our development and she has our unqualified support. The challenges that lie ahead are ones to which the Board is fully committed.”
Additionally there will be a realignment of the Golf Maintenance Department. The two Assistant Superintendents of Golf Maintenance Rob Hillis at Okatie and Rick Barnes at Hidden Cypress Golf Course have been promoted to Superintendent with each having the responsibility for their course. They will report to Damon Williams Director of Common Areas and Golf Maintenance.
Sun City’s Golf Professionals Tim Ewell and Matt Edlin each have been given responsibility for Golf Operations. They will each report directly to the Executive Director. The establishment of an overall golf operations policy for the future operations of our courses will be pursued urgently.
The Board also announced that Wentworth Management with the Executive Director will continue to evaluate Golf operations, including the possibility of outsourcing services and make further recommendations to the Board.
The Facilities Maintenance department will have a new name and a new Director. The new name is Facility Services Department and it will be under the leadership of Raul Dominquez as the new Director of Facility Services.
In the last announced change is, Tonja Flanagan, who has been the Assistant Director of Community Standards, will become the new Director of Community Standards.
The Board noted the many years of service Community Association employees affected by these changes have given to the Sun City community and thanked each of them for their contributions.
As a whole the Board indicated that it is pleased with the way that evaluation and reorganization are coming together. Members of the Board indicated that there are several moving parts that are coming together but there are two that stand out. First, the Board is looking to establish a strong working relationship with our newest Board members and our new Executive Director. Secondly, the Board will be completing the budget process which began earlier this month. The Board intends to send out further updates as other decisions are made.

We apologize for any inconvenience and anticipate having the problem resolved by Monday, August 31 at the very latest. Thank you for your patience and understanding.

DEVELOPER ANNOUNCEMENT As previously reported, the merger between
Pulte Homes and Centex Homes was overwhelmingly approved by the
shareholders of both companies last week. As a result, and given that Pulte’s
lease on the administration building will expire within the next few months,
we are reviewing our need for office space that will allow us to maintain
a high quality service to our residents in Sun City Hilton Head.
Additionally, our newly expanded Division will be headquartered in Charleston.
This will allow us to support our communities that stretch from
Wilmington in the North to Savannah in the South. Consequently, we find ourselves having to re-evaluate the short-term use of
Palmetto Commons. While our long term commitment to deed this building over to
the Community Association (at no cost) remains firm, Pulte will be
re-occupying a portion of the building in order to house its continuing
operations here in Sun City Hilton Head. It is expected that we will maintain a presence in Palmetto Commons through
build-out. We believe that our close proximity to the Community Association
staff will be an advantage to both the Association and the residents. Pulte
will, of course, be contributing to running costs of the building throughout
its occupancy and will work with The Board on an exit strategy that will
provide the community with a valuable asset and improvements

CLOSED
AUG 10 - AUG 14
The removal and installation of the existing carpet in the lobby of Palmetto Commons will begin next week. Therefore, we will need to close Palmetto Commons this Monday thru Friday. We apologize for the inconvenience, but this is the best time to recarpet this high traffic public area.
Your understanding is appreciated.
NATURE TRAIL
HAS REOPENED
We are happy to report that the Nature Trail has reopened. We thank you for your patience and understanding.
OKATIE CREEK
UPDATE
As mentioned in our communication last week, we remain on target to repoen on or about the end of the month. We still have a handfull of greens that continue to fill in but they are improving daily. The tees and fairways look as good, or better than, they have in years. Since most of our efforts continue to focus on the greens, here are just a couple of items in addition to those mentioned last week that have or will take place shortly:
As always, your patience and understanding are very much appreciated.

OKATIE CREEK
UPDATE
Progress continues to be made and we are on target to reopen at the end of July as outlined in the Golf Meeting on June 30th. As with Hidden Cypress, it’s our intent to open the course when it is ready. Right now, we have good coverage on all but about six greens, but they continue to improve daily. The tees and fairways look great; much like Hidden Cypress did when it reopened. Here’s some of what has been accomplished during the closure:

PALMETTO ELECTRIC
INSPECTIONS
Dear Homeowner,
We need your help. Landscaping around electrical equipment has become a real problem in our service area and your community is one of many about which we’re particularly concerned. Our policies and easements define the clearance boundaries for all of our electrical equipment. Most have stickers asking that plants not be placed directly in front of the access doors. Unfortunately, we continue to come across situations where landscaping violates these boundaries. The distances are standard to the electric utility industry and were established to enable our crews to work safely and efficiently.
On July 13, 2009, Palmetto Electric Contract crews will be in your neighborhood inspecting our facilities to identify deteriorating equipment and potential hazards. At that time, it will necessary for us to enter our equipment and remove any obstruction that prevents clear access. Obstructions include trees, shrubs, fences, and other items that may be located directly in front of the electric equipment.
Landscaping is an investment and we respect the time and effort that you’ve
put into making your property attractive. That is why we are notifying you
in advance of our work in your area. We want you to have time to remove and
relocate the obstructions from around our transformers and pedestals to
another location on your property.
Any obstructions remaining on July 14 will be subject to removal. Plants growing in established boundaries will be trimmed back to allow safe access to our electrical equipment.
Palmetto Electric remains committed to providing you with safe, reliable electric service at a fair and reasonable cost. Please contact me at 843-208-5530 if you have any questions.
Sincerely,

All Sun City Hilton Head residents are invited. A Q&A session will follow the meeting.

Are You Prepared???
Preventing the loss of life and minimizing the damage
to property from hurricanes are responsibilities that are shared by
all.
The GOAL of this Hurricane Preparedness is to inform the Community about the hurricane hazards and provide knowledge which can be used to take ACTION. The most important thing that you can do is to be informed and prepared. Disaster prevention includes both being prepared as well as reducing damages Remember, this is only a Presentation. Neither the Association nor the management company of the Association shall in any way be considered insurers or guarantors of safety nor shall they be held liable for any loss or damage in the event of a hurricane.

The Hidden Cypress golf course was toured today with Damon Williams. We were very pleased with much of what we saw, however, in our judgment, we are just 90% of the way to our target. So, rather than open the course, we believe it is to everyone’s benefit to give it some additional sunny days to heal. The new date for reopening will be June 8th.
In order to keep you well informed, I would like to share with you some of the things that have been taking place at the course:
For those who had placed requests for Hidden Cypress tee times next week, those times will be re-assigned to Okatie Creek manually by the golf staff.
The Okatie course is now scheduled to close the week of June 8th.
Also, SAVE THE DATE: Tuesday June 30th at 1 PM at Magnolia Hall. We will be presenting a “Golf 2010 and beyond” program to bring everyone up to date on our golf program. The agenda will follow.
Your continued patience and understanding is very much appreciated.
The Postmaster does not know at this time if the van will be available for our use for the Holiday season.
The closest post office is located at:
If we receive any news regarding the Postal Van we will let you know.
Riverbend pool will be closed Dec 15 - Dec 18 for chemical cleaning.

Everyone is invited to attend this very important meeting. The centerpiece of the meeting will be the presentation of the 2009 Annual Budget by the Finance Committee. There will also be a Developer Update presentation by Pulte as well as other presentations.
A summary of the proposed 2009 Budget may be viewed by clicking on the attached link: 2009 SCHH Budget
The Finance Committee and the Board of Directors look forward to you joining your friends and neighbors at the meeting.
There will be ample opportunity for questions during the meeting.
The next scheduled Board workshop is December 11, 2008. It begins at 8:30 a.m. in the Colleton River Room in Pinckney Hall.
Please understand that placement of these mailboxes is a Postmaster decision and had everything to do with removing them from areas where either the postal workers or those dropping off mail were in high traffic areas and in danger of being in or causing an accident.
After careful review, the Board has accepted the TAC’s recommendation of Wentworth Community Management to manage the community’s website needs in the future. Wentworth’s software, Techcierge, was very impressive and presently features many of the key elements highlighted in the RFP. The Board and I are presently in talks with Wentworth Community Management. We are in the initial development stage of planning for the custom site and preparing for the internal testing soon to follow.
Some residents who are heavy users and actively involved with the current system may be called upon to ‘try out’ the website features during the testing phase. Having these users experience the site hands-on will ensure the new system is both feature rich and user friendly to the community’s demographic.
Until the new website can be implemented, we will retain our present website, serviced by ICI. Please watch for more website updates in the future.
THE BOARD OF DIRECTORS OF THE
SUN CITY HILTON HEAD
COMMUNITY ASSOCIATION, INC.
WILL HOLD A REGULAR QUARTERLY
MEETING ON
THURSDAY, OCTOBER 23, 2008
BEGINNING AT 10:00 AM
IN PINCKNEY HALL
THE AGENDA
WAS DISTRIBUTED BY TYSK AND IS POSTED ON THE WEBSITE [e.g., www.schhca.org/TYSK/TYSK0412.htm
]
THIS MEETING WILL BE BROADCAST LIVE AND THEN RE-BROADCAST ON CHANNELS 50 [should be 5]AND 238…SCHEDULE TO BE ANNOUNCED.
Specifically:
"Association members are entitled to solicit, petition, … relating specifically to the affairs of the Association … ." "This allowance is restricted solely to Association common area, and is not permitted on residential property or property owned by the developer."
All statements for third quarter assessments and club charges were mailed June 6. It has come to our attention that many of those statements were not delivered by the Bluffton Post Office. We are working with the Bluffton Post Master to resolve the problem for future statement mailings.
Residents should remit their June payment to:
Sun City Hilton Head Community
Association, Inc.
114 Sun City Lane
Bluffton, SC 29909
Please include your member number on the memo line.
If you need your balance in order to make your payment, please call the Resident Services desk at 705-4000, Aisha Adams, 705-4441, or Laura Reid, 705-4442. As a result of the lost statements, we are experiencing a high volume of phone calls and walk-ins, and ask that residents merely obtain their balance rather than obtaining a statement or history to allow us the opportunity to serve as many residents as possible and to reduce costs.
We are also asking those residents who did not receive a statement to contact the Bluffton Post Master, George Finley at 757-5857. We hope that if enough people contact Mr. Finley, then the problem will be resolved faster, and this will not happen again.
In the meantime, we appreciate your patience.

Starting July 1st the pool monitors will not be able to issue guest passes at the pools. We will continue to offer guest passes at the Hidden Cypress Fitness Center, the Logo building, the Resident Services office and both golf shops.
This change has been made due to the increased demands on the pool monitors with the increased number of children’s using the pools. This will allow the pool monitor to do the job that they are intended to do. Please also note that the safety of the children is the sole responsibility of the adult accompanying them to pool. No Life Guards are on duty at any of our pools and no child should be left unattended at any time.

The developer is working on five significant projects and we want to keep you up to date. As of June 3, 2008:
Crafts
Center
Expansion
The new building is
now “dried in”,
that means the
exterior walls and
roof are complete
and the
construction work
is now mainly on
the inside,
although there will
be sidewalk
construction taking
place. The outside
has been painted
BEIGE with WHITE
trim. Next time the
old crafts
buildings are
painted they will
be painted the same
colors. The new
building is
slightly ahead of
schedule and we
should move-in
before Labor Day. A
schedule for
move-in for the
Table Tennis,
Billiards,
Photography,
Computer, Art and
all the card/game
clubs will be
published as we get
closer to
occupancy.
The existing buildings are being renovated and this work is complete except for some punchlist items. The Ceramics Club, All About Art Club and Sew What Club should be back in their old rooms the first part of June. The Computer Club has elected to stay in Palmetto Commons until their room in the new building is completed. The GlassCrafters (Stained Glass) will move into the existing building after Labor Day when the Art Club moves to the new building. For now, the Book Exchange remains in Pinckney Hall.
Magnolia
Hall
Choate
Construction has
been selected as
the General
Contractor. This
over 16,000 square
foot multi-purpose
building will be
erected on the old
softball field on
Sun City Lane.
Foundation work is
currently underway
with footings and
structural steel
being
constructed/erected.
Weather permitting;
completion of this
facility should
occur in early
2009.
Second
Croquet Lawn and
Putting Green
The new
croquet lawn has
been completed, now
we must watch the
grass grow for
about two months
before we can use
this lawn. The
18-hole putting
green has been
reconfigured and
again we must let
the grass
grow.
More Bocce
Courts
Two more bocce
courts are under
construction and
completion is
expected by the end
of
June.
Parking
Lots
Phase 1 of the Town
Square parking
expansion is done.
This new
construction added
117 car parking
spaces and 62 golf
cart spaces. Later
this year Phase 2
of the Town Square
parking expansion
program will be
constructed adding
168 car spaces (6
handicap) and 39
golf cart spaces.
Construction of
Phase 2 will begin
after the super
structure of
Magnolia Hall has
been completed.
This phase of the
additional parking
will be coordinated
with the completion
of Magnolia
Hall.

Due to a data processing system error, all vehicle information processed on Friday, March 14, was lost. All residents who came to the registration session on that date need to come back for reprocessing.
New barcodes applied that day will have worked at all gates over this past weekend, but will start to fail at the Pope Ave. gate some time on Wednesday, March 19th (today). A one-time
exception that allows residents to
request a carryover of their 2007
golf rounds into 2008 has been
approved by the Board of Directors.
The following parameters apply:
Golfers would have until February 29, 2009 to make the request
Requests for 30-60-90 billing would have to have been made by December 24, 2007, but are not a requirement for this carryover exception
This exception has nothing to do with the refund policy (Policy # 0710.8 )
In future years, there
will be a December 24 cut off to
request carryover of golf rounds,
pursuant to current Policy #0712.1.
As announced at the Community Association Annual Meeting, commencing in January the Board of Directors' Monthly Workshops will be open to residents. The January meeting will commence at 8:30 am on Thursday, January 10. It will be held in the Santee River Room at Hidden Cypress.
