Subject: Amendment
to Golf Cart Registration Process
Background:
At the January 29, 2004 Board meeting, the Board voted unanimously to
change the Golf Cart Rules in the Community Rules to include (1) Association
Security will ask to see a drivers license and proof of insurance when
stopping a golf cart for a traffic violation, and that failure to produce
those documents within 5 business days after being stopped will result in the
golf cart owner being cited for a violation of the Community Rules (Policy No.
0401.5); and (2) Community Rules would be amended to require all golf carts
operating within the community to be registered with the Association; that
proof of insurance be shown as part of the registration process; and that an
Association registration decal must be prominently affixed to the upper center
of the golf cart windshield (Policy No. 0401.5). The Board wishes to amend Policy No.
0401.5 to remove reference to the location for the registration decal, and to
indicate that the decal will be placed in the same relative position, except
that where necessary, an alternate permanent location would be identified by
Security. The Board wishes to
further amend Policy No. 0401.5 to stipulate that golf cart registration
decals will NOT have expiration dates and need not be re-registered, except in
cases of transfer of ownership. Two
other amendments to Policy No. 0401.5 that the Board wishes to implement are
that citations will stand against the registrant of the golf cart, and that
homeowners will have 30 days after purchase in which to register their golf
carts.
Proposals: (1) Amend Policy No. 0401.5 to remove all
reference to the location for the registration decal, as decals are placed in
the same relative position, and where necessary, an alternate permanent
location will be identified by Security.
(2) Amend Policy No. 0401.5
to stipulate that while vehicle registration decals will have an
expiration date, golf cart registration decals will NOT have expiration dates. Once a golf cart is registered, it need not be re-registered,
except in cases of transfer of ownership.
(3) Citations will stand against the golf cart registrant; (4)
Homeowners will have 30 days after the purchase of a golf cart to register it.
