The Executive Board of the Sun City Community Theatre proposes to amend the Club’s by-laws to effect the following changes:

• Reduce the size of the Executive Board from 13 to 11, eliminating one At-Large position and also the Publicity Chair position. (Rationale: As the Board becomes more involved in policy, planning, and budgeting, some of the current functions (e.g., publicity) should be performed at a committee level.)
• Require that the Club prepare an annual budget.  (Rationale: The Club’s annual revenues and expenses have grown to such a degree that greater financial planning is now required.)
• Identify the requirement to have four individuals serve annually as representatives of the Community Theatre to the Performing Arts Council.   (Rationale: New requirement effective with the creation last year of the Performing Arts Council.)
• Delete details of financial sponsorship program from the by-laws.   (Rationale: The sponsorship program will continue, but since various aspects of the program are subject to periodic change, such details are better published separately.)

The current by-laws with proposed changes are available for download as noted above. Changes only are shown below.

The Community Theatre will vote on these proposed changes at the Club’s General Membership Meeting on December 13^th, 2007.

ARTICLE I -- GENERAL

ARTICLE II -- MEMBERSHIP

Section E. The Sun City Community Theatre recognizes those who make financial contribution to its growth. Such contributors will be accorded special membership privileges based on the monetary level of their contribution. The Executive Board shall establish the details for this program. may provide for special classes of membership for those who wish to contribute to its secure growth financially and artistically. These classes may be modified or changed upon approval of the executive board.

• Angel -- $100-$199 with two season tickets per Angel.
• Sponsor -- $200-$299 with two season tickets per Sponsor.
• Patron -- $300-$399 with two season tickets per Patron.
• Benefactor -- $400-$499 with two season tickets per Benefactor.
• Cherub -- $500 or more with four season tickets per Cherub.

ARTICLE III -- OFFICERS

Section A. The executive board shall consist of a president, vice president, secretary, treasurer, chairs of committees, one or two members at large and the immediate past president. four officers: a president, vice president, secretary, and treasurer. The board will also include the immediate past president and not more than six additional members responsible for major areas of club activity (e.g., play steering, production, membership, workshops, etc.)

Chair of Publicity shall be responsible for news releases, advertising and the public relations of the club relating to performances, furthering the purposes of the club, and be responsible for the coordination and the printing of the playbill for major productions and monthly mini-productions as necessary.

Chairs(s) at Large shall be available to fill any positions requested by the president or to help other committee chairs as needed.

ARTICLE IV -- MEMBERSHIP MEETINGS

ARTICLE V -- FINANCIAL

Section B. Expenditures of up to $500 may be approved by the treasurer. Expenditures greater than $500 may be approved by two executive board members. A budget is not set on an annual basis, but is set for each club production and approved by the executive board. The Executive Board will prepare an annual Budget for the Club and its constituent committees. Budgets for each non-monthly production will be submitted to, and approved by, the Executive Board, at least 2 months in advance of each production. The president will enter into and bind the executive board to Contracts for Services (such as sound and signs) pertaining to its affairs and purposes, except where the executive board may delegate such authority to another executive board member. Electronic payments require two signatures on invoices. All expenditures should be paid by check regardless of the amount.

ARTICLE VI -- COMMITTEES

Section C. The Executive Board will appoint four Sun City Theatre representatives to the Performing Arts Council. These representatives will be responsible to the Theatre Board for the coordination of Theatre issues and positions brought to the Performing Arts Council.
